BPN 1739: 25 years of consumer internet in the Netherlands

"On 1 May 1993, something remarkable happened. On that day, XS4ALL opened its server to the consumer. The management's objective was to acquire 500 customers in half a year. But at 7 o'clock in the evening, the 500th customer had already signed up. This success can largely be explained by the publication of the article "A continent that belongs to no one yet" by Francisco van Jole "(@2525) in the Volkskrant of the same day".

Besides (old) illustrations on the site of XS4ALL, there is also an old sound found. It is about the sound the handshake of a modem to the server of the IP. After the ringtone of DDS now also one of XS4ALL plus a happy birthday tune.

25 years of the internet for Dutch consumers

On 1 May I congratulated my grandsons. They looked up from their phone and asked what. Of course, the congratulations were not for Labour Day, because they are still at school. I congratulated them on 25 years of the internet for Dutch consumers. They shrugged their shoulders and continued with their smartphones. For me, it is still a matter of guessing whether they know what consumers are.
They know the term internet, but why celebrate an anniversary of something you use every day? Yes, they were still unborn when Dutch consumers were introduced to the phenomenon of the Internet (certainly, with a capital letter, because it was a new phenomenon at the time).

On May 1, 1993, I opened the Volkskrant and found an article with the headline 'A continent that belongs to no one yet' by Francisco van Jole. It was about the phenomenon of the Internet. According to language researcher Perry Feenstra, that word was only used 22 times in the national newspapers in that year.
 

Open to consumers
On the same day, the Internet organisation XS4ALL opened its service to consumers. It was anticipated that it would take between six months and a year for 500 subscribers to come forward. But the target was achieved that same evening. The article in de Volkskrant will undoubtedly have contributed to this. This made XS4ALL the first real internet organization to serve consumers as well as business customers.

The years prior to the launch of XS4ALL were confusing. In the Netherlands there was an online multi-flow country: there were ASCII, video and electronic messaging services and Bulletin Board Systems (BBS). In academia, something as vague as the Internet played a role and, since 1990, the Web. New companies were formed around this new movement, which mainly focused on business customers or associations such as the Hobby Computer Club. In 1992, 292 companies were customers of an Internet service provider. NLnet gave consumers - mostly former students - access, but did not believe that there was a consumer market.

XS4ALL did not do the same thing. There the founders believed in a consumer market. The founders knew each other from the magazine Hac-Tic, which dealt with hacking, free calls, operating systems and services such as Bulletin Board Systems (BBS). The founders of XS4ALL also made use of NEABBS (Dutch First General Bulletin Board System), a BBS based in Amsterdam.

In 1993, XS4ALL was founded by Rop Gonggrijp, Paul Jongsma, Felipe Rodriquez and Cor Bosman. In a short space of time, they were able to develop their internet service into a company. In early 1994, for example, XS4ALL worked with De Digitale Stad (The Digital City). In that year the company also worked together with VPRO, which became the first broadcaster to work with the internet; in view of their visual material, they needed fast telephone lines and found them at the telecom service of the Dutch Railways. In 1994, the service was incorporated into a foundation and, since 1996, into a private limited company.

XS4ALL was also the first to face lawsuits. For example, in 1995, the Church of Scientology filed a lawsuit against the publisher Karin Spaink Karin, the Internet service XS4ALL, and a number of other service providers. Spaink is said to have published on the internet texts of Scientology on which the Church's copyright would rest; according to Spaink, they were merely extracts. XS4ALL successfully argued that it only passed on the material, not published it.


To KPN
 

The great surprise was when the Dutch telecom operator KPN took over XS4ALL twenty years ago. It soon became clear that XS4ALL would remain an independent company and would not be integrated with Planet Internet, which had just survived an integration battle at the beginning of 1997 with the videotex service Videotex Netherlands, the Internet service WorldAccess and the messaging service Memocom. However, after the sale to KPN, activism remained a feature of XS4ALL. For example, XS4ALL has conducted a trial with Ziggo against the collecting society BREIN for blocking access to the Pirate Bay download site.

Meanwhile, XS4ALL is one of the better but more expensive internet providers in the Netherlands and the service is used by KPN as a vehicle to sell multiple service packages with fibre optic, landline, television and mobile.

BPN 1675: 2014: already a memorable year

The new year has only just begun. Yet, for me 2014 is already a year to remember. It is 20 years since the Internet for consumers made ​​her entry in the Netherlands. On January 15, 1994 the ISP launched The Digital City ( DDS ) in Amsterdam.

The Digital City ( DDS ) started on Saturday January 15, 1994 with an television interview in the eight o'clock news. DDS was an internet project, intended as a discussion forum in the run up to the municipal elections of March 1994. The project was designed by netactivisten (Hack -Tic), the municipality and partly inspired by Marleen Stikker, the virtual mayor of the city. The town was based on community networks ( free nets) in the U.S. and Canada. The model of the city was chosen as a metaphor.

DDS was a great success. In six weeks, 10,000 people applied for access to the city. By visiting the virtual mayor of organizations, but also to institutions, the project received much local attention, as the mayor visited organisations and institutions. And it were not only people coming from Amsterdam, but also people from across the Netherlands. After the project DDS went on as an Internet service provider. DDS actually opened the doors for Internet consumers by January 1994 and by January 1, 1997 the Netherlands  had registered 1 million internet consumers.

The success of DDS was surprising. There used to be an online and multimedia industry in the Netherlands. Online databases such as Kluwer Legal Database were used for scientific, technical and business research. Electronic messaging services like Memocom were separate, mainly business services. For consumers, there was the information service Viditel, followed by Videotex Netherlands. And for amateurs, there were the Bulletin Board Systems ( BBS ). Furthermore, there was there a beginning of a multimedia industry with text CD-ROMs, multimedia CD- ROMs and CD -i titles as well as a few electronic books. But this industry was only 100 million guilders ( 45 million euros) great in revenues and the consumer share was very low.

Internet, however, developed separately from this industry, mainly through the academic network SURF. As of 1990 there were ISPs and by the end of 1993 there were approximately 295 companies connected to the Internet. In May 1993, XS4ALL opened an Internet service to consumers. Although in the first two days, 500 consumers were registered, the number of subscribers grew slowly. DDS, however, was the driver and was a resounding success.

In retrospect, a number of factors accounted for this consumer success.
a. The number of households with a PC in the Netherlands had increased from 7 percent in 1985 to 34 percent in 1994.
b. People wanted to do more with the PC than gaming, word processing, accounting and consult encyclopedias on CD - ROM.
c. Internet came as a disruptive technology. Existing online and multimedia technologies had to adapt or eventually disappeared, eg videotex and CD-i. Out of the concrete mixer containing different technologies, eventually only Internet and email survived. Teletext and CD - OM stayed on, but played no important part anymore.

 
 d. Consumer internet was cheap compared to online databases. Moreover, the Internet technology was user-friendly thanks to hypertext, had more graphic opportunity and had greater potency multimedia ( text, image, video and sound). Besides, Internet combined with email.

e. Internet did not developed within the existing online and multimedia industry, but within the bosom of universities and scientific institutions. Companies that had internet installed proved attractive to students after completion of their academic studies.

Commercial online services and offline products

The year 1980 was a very prosperous year for the new media in The Netherlands as Kluwer commercialised its legal database and the Dutch PTT launched its videotex service under the name Viditel. Both services were the first commercial online services in The Netherlands. They grew slowly but also experienced a slowdown, when CD-ROM for textual and numerical databases was introduced. 

Database services
On April 1, 1980 Kluwer launched its legal database. Predictions were made about the number of its users. Kluwer knew the legal market for its print products and could make a cautious calculation. With 4000 lawyers distributed over 1200 offices, let alone the government officials, the prospects were good; certainly with the future lawyers who would use the assistance of a computer. Making it a profitable service was a long haul, but possible[i].

The launch of the Kluwer Legal Database, triggered the production of a number of databases. When in 1988 the first inventory of online databases, either originally produced or foreign online databases sold in The Netherlands, was produced, the amount came up to 60[ii]. Attempts were made to establish information services, nationally and internationally. In 1982 Building & Townplanning, started working in the construction sector; however the service went bankrupt in 1995. In the same year the publisher ICU started up the international information service Samsom Data Service with maritime databases MARNA and SHIPDES and other databases by Dutch and foreign information providers. The service was killed in 1984 due to the economic climate. In 1990 another attempt was made to start up a national information service  by merging the national governmental computer centre to be privatised RCC with the private database service IVEV, bringing governmental databases together with business databases such as marketing, environmental and news ones into the Informatiebank. But by 1994 the plug was pulled out due to the economic recession and the absence of a feeling about internet.

E-mail services

The ASCII information services usually had no e-mail service alongside. E-mail services were exploited as separate services. Computer companies like IBM and GEC had e-mail services, also for third parties such as Easylink and Low Cost Linking. The Dutch PTT also launched an e-mail service, based on Dialcom software. This service had e-mail software aboard, but also database software to store newsletters. The Dutch PTT experimented in 1984 with the service named Memocom within its own organisation and with journalists reporting from the European Soccer Championship. By 1987 commercial initiatives were developed such as a newsletters for Dutch people abroad, which was distributed by fax,  and a daily computer newsletter by VNU, following the example of its sister publication IDB Online in London .

Videotex figures

Viditel was launched on August 7, 1980. Before its launch the project manager Ruiten had already forecasted a 100.000 subscribers by 1985. Asked on what research this figure was based, he pointed to the figures for the German equivalent Bildschirmtext. This service was predicted to have 1 million users by 1985; given that the population of Germany was five times the population of The Netherlands, the amount of subscribers would be 200.000, yet he chose the safe side of 100.00. But with no market experience in the online field the figures turned out to be completely wrong. After the first experimental year only 3.000 subscribers had joined the service and 130 information providers were presenting their products and services on the service. The television manufacturers got blamed, the PTT blamed the information providers and the PTT was broadcasted too optimistic figures, while the press saw the service as one big advertisement board without distinctive content.

It was quite clear that a large scale base of subscribers had to be created by other technological infrastructures and trigger services such as the telephone directory. As The Netherlands was one of the densest cabled countries in Europe, a solution was sought in two-way cable.  A long-term experiment was created in the south of The Netherlands, the South-Limburg project, with the support of governments and VNU, but it failed miserably. A third attempt was made in 1988, which resulted in the service Videotex Nederland. Usually telecom technology as well as a hybrid technology (telephone line for commands and cable for information) were used, while users were not forced to take out subscription. The new marketing had some success; at its height in 1994 the amount of occasional users reached 350.000. But from that year onwards the user figures diminished.

CD-ROM

But also the online technologies got competition from CD-ROM from 1985 onwards. The silver disc turned out to be packaged bandwidth, an information carrier for textual and numerical databases with a low updating rate. Databases which had been online could now be exploited on a disc, which was cheaper than keeping them online. The Royal Tropical Institute distributed the agricultural database TROPAG online. But once CD-ROM was available it had an easier distribution worldwide on disc. And also Kluwer started to experiment with CD-ROM. The legal publisher saw possibilities to bring down the costs for the service by combining online for the timely updated information and the disc for the archived information. An April 1989 inventory of CD-ROMs produced in The Netherlands listed 27 productions[iii]. By 1997 CD-ROM had proven to be a packaged bandwidth solution and disappeared as a textual information carrier.

Professionalisation

By 1989 the new media had developed to a developing industry sector. Some 185 companies were full time active in new media and companies were specialising, amongst others in video and audio. Outlets for CD-ROMs were found through petrol stations and bookshops.  Around these firms other supply companies sprang up such as marketing and conference companies. Also education picked up new media; in 1988 the first course interactive media designer was started at an applied university. And insight into the industry sector and its revenue capacity came from the first marketing research exercises; by 1994 the turnover of the new media industry sector, exclusively of internet, was 360 million guilders ( 175 million euro).
